Consultancy service to support the mid-term review of Health Sector Strategic Plan V (HSSP V)
The Ifakara Health Institute is poised to provide technical expertise to support the Mid-Term Review (MTR) of Tanzania's Health Sector Strategic Plan V (HSSP V). Commissioned by the Ministry of Health and the World Health Organization (WHO), the MTR aims to provide a comprehensive analysis of the implementation progress of HSSP V.
Background
Since 1999, the Government of Tanzania has developed five-year strategic plans to guide the health sector in alignment with the National Health Policy. The current Tanzania Health Sector Strategic Plan V (HSSP V) covers the period from July 2021 to June 2026.
HSSP V is aligned with Tanzania’s Development Vision 2025, the Sustainable Development Goals (SDGs), and the Third Five-Year Development Plan (FYDP III). Its objective is to ensure equitable access to quality health services for all Tanzanians, contributing to a healthier and more prosperous nation. The plan also addresses the unfinished agenda of HSSP IV, including governance challenges related to duplicative efforts in health management and the need for stronger intersectoral collaboration, particularly in primary health care services.
Scope of the Mid-Term Review
The MTR will evaluate all strategic areas outlined in HSSP V, including epidemics and disaster preparedness, health financing, governance, leadership and accountability, health system strengthening, service delivery, and cross-cutting issues.
Study Sites
The review will take place across eight regions representing Tanzania’s eight zones: Kigoma (Western), Arusha (Northern), Mbeya (South Western), Morogoro (Eastern), Mwanza (Lake Zone), Mtwara (Southern), Dodoma (Central), and Njombe (Southern Highlands).
Study Duration
The MTR will be conducted over three months, divided into three phases: inception, data collection and analysis, and reporting and validation.
Study Team
The review will be led by Principal Investigators Dr. Sally Mtenga and Dr. Getrude Mollel from Ifakara Health Insitute, under the supervision of Dr. Honorati Masanja, the Project Leader. IHI will collaborate closely with the Ministry of Health and key stakeholders to ensure the successful completion of the review.
